Europe experienced widespread relief on Monday, as the crisis caused by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been stabilised. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of rocket attacks on Kyiv.
The Rhythm of Peace Talks and Military Action
The sequence of conflicting incidents captured the harsh reality of the outgoing year. By day, political struggles are fought: positive announcements are delivered from different nations. Considerable effort is expended on managing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, war remains the primary tool for achieving "peace".
Nocturnal Warfare
As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is equipped to monitor rocket firings from enemy soil, a capability enabled by up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been deployed to counter approaching cruise missiles roared overhead – sophisticated military planes supplied to Ukraine by Western partners.
Shortly after, Kyiv's air-defence systems activated: several firings targeted at a Russian ballistic missile. This was a modern interception technology at work, presumably provided by allied countries. Every launch shakes the surroundings, shaking the windows. The brief panic quickly transforms into resigned acknowledgment: maybe the hostile projectile won't hit its mark this time, protecting urban areas from ruin and additional electricity failures.
Ongoing Risks
Not long after, a large-caliber weapon opened up on a drone in the vicinity, part of a mobile-fire group – almost certainly allied-provided weaponry. Sadly, the bullets missed the enemy aircraft – it continued its flight toward its target.
With pauses, this continued until dawn. Kyiv greeted the daybreak reports: multiple fatalities, devastation and utility failures in many homes as a result of the evening attack. As always, everyone still went about their day – living the war. But those 24 hours illustrated Ukraine's essential dependence on international aid – a reliance that European nations are clearly incapable to fill in the immediate future.
Unsuccessful Negotiations
The detailed framework from Washington sparked intense emotion, discussion and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new approach from American administration adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually win the battle. This pattern will, no doubt, continue.
Tactical Assessments
It is convenient to criticize particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. US administration functions according to a assumption familiar among experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration presumes that it is unrealistic to pressure the Kremlin to surrender the land that it presently holds in Ukraine's southern or eastern regions.
The problem is that while accepting these circumstances, Washington does little to prevent Kremlin actions, through statements or actions, from thinking that the status quo will not shift further in its favour in the coming year.
Opposing Positions
Therefore, the Kremlin is certain that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their incentive to agree to terms that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's government remains highly assured in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing civilians and areas but preventing a complete military breakdown until situations evolve in its benefit.
Existing Situation
Objectively, there are no genuine requirements for a ceasefire. Now, personal considerations are becoming relevant: political desires to negotiate peace and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unacceptable, so that their focus does not shift toward homefront challenges. And although their mission will now be significantly challenging after current events, it remains quite doubtful that this will change their overall approach.
These conflicting dynamics are guiding negotiations.
Assessment and Future
It took a only one week to eliminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, recent disclosures, all achieved their purpose.
While new initiatives based on previous concepts are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and show particular unwillingness to alter the situation, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, mainly require sustained allied backing.
